Do Pensioners Need a Fishing Licence in Australia? State-by-State Rules

Card wording comes first

Pensioner and senior fishing licence rules change by state, card type and activity. Do not rely on the words "pensioner", "senior" or "concession" by themselves.

The useful check is exact: which state, which water, which licence or permit, which card code, and what proof the official page says to carry.

Queensland	Queensland has no general recreational fishing licence, but SIPS applies at listed stocked impoundments for line-fishers aged 18 or over. A concession annual SIPS price is listed for Queensland Government Seniors Card, Pensioner Concession Card, Health Care Card and Repatriation Health Care Card Gold Card holders.	A concession SIPS permit is still a permit. It only matters at SIPS dams and weirs.
Western Australia	WA recreational fishing licences are activity-specific. Seniors Card holders and listed pension categories generally pay half the activity licence fee.	Half fee is not the same as no licence, and it does not remove RFBL, freshwater, net, lobster, abalone or marron checks.
South Australia	There is no statewide general recreational fishing licence. SA Water reservoir permits can have concession prices for listed cards.	A reservoir concession is not a statewide fishing licence exemption. Carry the permit and ID at SA Water reservoirs.
Tasmania inland	Full-season inland angling has concession categories for Pensioner Concession Card and Seniors Card holders; Health Care Cards and DVA Gold, White or Orange cards do not qualify as a pensioner inland licence.	Inland concessions do not answer sea licence categories or whitebait licensing.
Tasmania sea	Ordinary marine rod-and-line fishing usually does not need a sea licence. Sea licence concession pricing is listed for Commonwealth Pension, DVA concession, Government seniors card holders and persons under 16; Health Care Card holders are not eligible.	Sea licences are activity licences for lobster, abalone, scallop, nets and set lines.
Northern Territory	No general recreational fishing licence.	Remote or coastal trips may still need Aboriginal land or intertidal access permission.
ACT	No general ACT public-water recreational fishing licence.	Googong Reservoir is governed through NSW-linked fishing requirements, so NSW licence or exemption proof can matter there.

Cards that commonly get mixed up

Pensioner Concession Card	Often relevant, but NSW, Victoria, WA, Tasmania and SA Water do not use identical wording.
Seniors Card	Victoria lists Seniors Card holders as exempt from the RFL, NSW does not treat Seniors Cards as an automatic fee exemption, and WA/Tasmania use concession pricing in specific licence systems.
Health Care Card	NSW and Victoria do not list an ordinary Health Care Card as an automatic general fishing licence exemption. Queensland SIPS includes it for concession pricing; Tasmania sea excludes Health Care Card holders from the sea concession.
DVA cards	The printed code or exact card type can decide the answer. DVA Gold TPI wording is not the same as a White or Orange card.
Commonwealth Seniors Health Card	Do not assume it works like a Seniors Card or a Pensioner Concession Card. Check the exact official page for the destination and activity.

State notes

NSW

Start with NSW fishing licence exemptions. NSW commonly trips people up because a qualifying Pensioner Concession Card or DVA category may remove the fee, while a Seniors Card or Health Care Card does not.

If no exemption applies, use NSW fees and NSW apply before fishing.

Victoria

Victoria has one of the clearest exemption lists: under 18, 70 or over, Aboriginal or Torres Strait Islander fishers, Seniors Card holders, and selected pension or veteran categories do not need a paid RFL.

The exact card still matters. Use Victoria senior and junior fisher cards for the optional free card split, and Victoria exemptions before assuming another concession card is enough.

Queensland

Queensland does not sell a general fishing licence for ordinary waters. The pensioner question usually appears at SIPS dams and weirs. If you are aged 18 or over and line-fishing a listed SIPS impoundment, check whether you qualify for the annual concession SIPS price.

Use Queensland SIPS and the official SIPS location list before paying.

Western Australia

WA uses activity licences. A pensioner or senior concession can reduce the fee, but it does not make WA activity checks disappear.

Check the exact activity: WA boat fishing, WA freshwater, or WA special licences for rock lobster, abalone, marron and nets.

South Australia

South Australia does not have a statewide general recreational fishing licence. The concession question is most likely to matter at SA Water reservoirs, where 3-day, 10-day and annual permits can have concession pricing.

Use SA reservoir permits if the trip is to Bundaleer, Happy Valley, Myponga, South Para, Warren, Aroona or Beetaloo.

Tasmania

Split Tasmania into inland and sea. Inland angling has its own 1 August to 31 July licence season and concession structure. Sea licence activities have a 1 November to 31 October licence year and different concession wording.

Use Tasmania inland angling for trout and inland waters, and Tasmania sea licence activities for lobster, abalone, scallop, nets and set lines.

NT and ACT

The Northern Territory and ACT do not start with a paid general recreational fishing licence. That does not make every trip proof-free. NT trips can need Aboriginal land or intertidal access permission, and Googong Reservoir near Canberra points back to NSW fishing requirements.

Use NT Aboriginal land access and Googong Reservoir fishing checks when those locations apply.

What proof should pensioners and seniors carry?

Carry the exact proof that supports the category you rely on: a current card, concession card code, DVA evidence, licence receipt, digital licence, permit, email, SMS or official access permission.

If a page says you are exempt, keep the proof with you. If a page says you qualify only for a concession price, buy the concession licence or permit and carry that proof too.
