What the cards do
Victoria's junior and senior fisher cards are optional free cards. They help eligible people show they are in an exempt age group, but they are not a paid Recreational Fishing Licence and they do not create a new exemption for everyone else.
If you are aged 18 to 69 and no official exemption applies, you still need a Victorian RFL before fishing Victorian waters.

When a free fisher card helps
A junior or senior fisher card can be helpful on family trips because it gives the exempt person a simple card to carry. It does not replace the need to check bag limits, closed seasons, gear rules or protected species, and it does not cover adults who are actively fishing without their own licence or exemption.
