Fishing Licence Proof in Australia: What to Carry

What to carry

Carry proof that matches the state, water and activity. A photo of a card, an email, an SMS, a printed receipt or a digital wallet item can be fine in one jurisdiction and too weak in another.

The safest setup is simple: save the official receipt or digital licence, carry any exemption or concession card, and keep enough battery or paper backup to produce it when asked.

Proof by jurisdiction

What to save before you leave

ID	SA Water reservoirs require identification with the permit, and ID can help resolve name or age checks.

NSW proof

NSW is receipt-focused. Service NSW says anglers must show their fishing fee receipt if asked by an authorised officer, and NSW Government guidance says you are required to carry a receipt showing payment when fishing NSW waters.

If you are exempt, carry the proof for that exemption. For example, under-18 age evidence, qualifying Pensioner Concession Card or DVA evidence, or operator confirmation for a charter, hire boat or guide situation.

Use NSW apply if you need the receipt, and NSW exemptions if you think you do not need to pay.

Victoria proof

Victoria accepts several proof forms: plastic RFL, digital RFL, an email containing licence details, or a hand-written licence issued by an authorised agent. Service Victoria also treats the short e-receipt as proof while the digital RFL is being set up.

If you are exempt because of a card, VFA says to carry that card when fishing. That matters for Seniors Card, pension and veteran categories. If the card is not listed, do not use it as proof of exemption.

Use Victoria apply and Victoria exemptions before fishing.

Queensland SIPS proof

Queensland does not have a general recreational fishing licence, so proof usually becomes a SIPS question. If you are 18 or over and line-fishing a listed stocked impoundment, carry your SIPS permit.

The official SIPS page names digital email, digital SMS and paper receipt as proof, and says anglers must produce the permit on request from the Queensland Boating and Fisheries Patrol.

Use Queensland SIPS before stocked dam trips.

WA proof

Western Australia is activity-specific. Your proof should match the activity licence: RFBL, south-west freshwater angling, net fishing, rock lobster, abalone or marron.

If you applied and are waiting for a card, keep the receipt. WA Government guidance says you may fish while waiting for the licence card if you can produce the receipt.

Use WA boat fishing and WA special licences when the activity changes.

SA, Tasmania, NT and ACT proof

South Australia does not use a general statewide fishing licence, but SA Water reservoirs require a permit and identification. Tasmania splits inland and sea, so keep the inland licence available for inland angling and remember that Fishing Tasmania says sea licence holders do not need to have the sea licence with them. NT and ACT are mostly rules-first, but location exceptions create proof needs.

The important pattern is that "no general licence" is not the same as "nothing to carry". You may still need access permission, a reservoir permit, NSW proof at Googong, or proof of a concession.

If your phone dies

If the only proof is on a phone, make a backup before leaving reception. Print the receipt, download the licence into the official app where available, save the email offline, or keep an SMS visible.

For trips through more than one state, save proof for each stop. A Victorian RFL proof does not replace a NSW fee receipt, and a Queensland SIPS permit does not replace a WA activity licence.
