Exemptions are local

Fishing licence exemptions do not travel cleanly between Australian states and territories. A card or age rule that matters in Victoria may not have the same effect in NSW, and a "no general licence" state can still require a permit for a stocked dam, reservoir, boat activity or access area. Check the destination and activity before deciding to pay or rely on an exemption.

Concession cards to check carefully

The safest exemption check is not "do I have a concession card?" but "does this exact jurisdiction list this exact card or age category for this exact licence or permit?"

Seniors Card	Victoria lists Seniors Card holders as exempt, while NSW warns that Seniors Cards do not exempt you from the NSW recreational fishing fee.
Health Care Card	NSW and Victoria both have important Health Care Card exclusions; Queensland SIPS and Tasmania sea concession wording is different again.
Pensioner Concession Card	Often relevant, but exact Commonwealth, Centrelink, DVA or card-code wording can matter.
Adult helping a child	NSW has specific assistance wording; do not assume every state treats an adult helper the same way.
Aboriginal or Torres Strait Islander identity	NSW, Victoria, WA customary fishing and Tasmania sea Aboriginal fisher wording are not identical. Read the exact official wording.
No general licence	This is not a personal exemption. It only means the jurisdiction does not start with a statewide general recreational fishing licence.

Kids and junior age thresholds

Family trips are one of the easiest places to make a wrong assumption because some jurisdictions use an exemption, some use a free junior licence and some use activity-specific discounts. Start with the child, then check whether an adult is actively fishing or only supervising.

NSW	Service NSW frames the fee around anglers aged 18 or over. Under-18 anglers are commonly exempt from paying the recreational fishing fee.	NSW has separate wording for an adult assisting an under-18 angler. Confirm the current official exemption wording before relying on it.
Victoria	Under-18 anglers do not need a Victorian RFL.	The adult needs their own exemption or licence if they are fishing, even when the trip is for a child.
Queensland	Children and teenagers under 18 do not need a SIPS permit.	This only answers SIPS permit payment. Queensland rules, size limits and stocked-water rules still apply.
Western Australia	Under-16 rules are activity-specific. DPIRD states under-16 anglers do not need the south-west freshwater angling licence and can fall into half-fee concession treatment for listed activities.	Do not convert that into "kids fish free everywhere in WA". Check the exact activity licence.
Tasmania	Inland: under 14 does not need an angling licence; 14-17 uses a free junior inland angling licence. Sea: ordinary marine rod-and-line fishing usually needs no licence, but listed sea activities can need one.	Tasmania inland and sea are separate systems. A family trout trip and a sea special-activity trip need different checks.
SA, NT and ACT	These jurisdictions generally do not start with a paid general recreational fishing licence.	No general licence still leaves rules, closures, access and local exceptions. Googong Reservoir is the main ACT-linked exception and points back to NSW checks.

Proof still matters

If you rely on an exemption or concession, carry the proof described by the official source. The risky shortcuts are assuming "senior" means the same thing everywhere, assuming a Health Care Card is always enough, or assuming a child exemption covers the adult who is actively fishing. Where the official wording uses a card code, age boundary, proof letter or primary-card-holder rule, use that exact wording.

Activity exceptions still apply

An exemption from one licence or permit does not remove activity rules. A child who does not need a Queensland SIPS permit still has to follow Queensland size and possession limits. A WA concession changes the fee, but it does not remove a rock lobster, abalone, marron, net or boat licence trigger. A Tasmania junior inland licence does not answer Tasmania sea licensed activities.

After checking payment

This comparison is for licence and permit payment decisions.
