Mandurah Estuary licence check
Mandurah Estuary does not use a separate local fishing licence. Western Australia is activity-based: the licence answer depends on what you do, what gear you use and whether a powered boat is involved.
For ordinary land-based line fishing, the first paid-licence answer is often no separate WA activity licence. That does not make the estuary rule-free. Powered boats, crabbing, netting, seasonal closures, bag limits and local waterways rules can all change the answer.

Blue swimmer crab layer
Mandurah's clearest local value is blue swimmer crabs. DPIRD's West Coast crab guide places Mandurah within the broader closure area from the Swan and Canning rivers to Minninup Beach. That area is closed to all crab fishing from 1 September to 30 November, including rivers and estuaries in the area.
When the season is open, check the live DPIRD crab page before taking crabs. The West Coast Bioregion rules include a 127 mm minimum size, daily bag and boat limits, immediate release of undersize or berried females, whole-crab keeping rules and approved gear limits.

Peel-Harvey and waterways checks
The Peel-Harvey Estuary is a large estuary system, not one simple Mandurah checkout. DWER's estuary material is useful context for waterway condition and catchment issues, while DPIRD rules decide what fishing or crabbing is allowed.
City of Mandurah waterways material and the local law add a practical access layer around jetties, marinas, canals, swimming areas, navigation and public foreshore use. Those rules are not fishing licences, but they can still affect where lines, nets, crab gear or boats can be used.
Nets, boats and other activity licences
Do not assume a shore-fishing answer covers nets. WA has a separate recreational net fishing licence category, but the licence does not override local closed waters, gear restrictions or estuary-specific rules.
For powered boats, RFBL is the main Mandurah purchase check. DPIRD says an RFBL is required for fishing activity from a powered boat, including crabbing and transport of catch or fishing gear to or from a land-based location.
