Rottnest licence answer
Rottnest Island does not have a separate fishing licence checkout. The correct starting point is Western Australia's activity-based recreational licence system, then Rottnest Island Marine Reserve rules.
For ordinary shore line fishing, a paid WA activity licence is not usually the first question. For powered boats, rock lobster, abalone, netting or other specialist activities, a WA licence check can be essential. Marine reserve zones and local signs still decide where fishing is allowed.

Map-first marine reserve check
Open the current Rottnest Island Authority fishing guide, reserve map and marine maps before fishing. RIA material identifies named sanctuary or conservation areas around West End, Kingston Reef and Thomson Bay, Armstrong Bay, Green Island and Parker Point.
Some places are no-take by any means. RIA guidance also lists narrow signed exceptions, including West End or Radar Reef shore and trolling wording, and Armstrong Bay shore rod or handline wording in signposted areas. Do not fish from a summary alone; use the current RIA map, guide and signs at the exact spot.
Fishing can also be prohibited during daylight hours in no-boating or swimming areas such as Little Parakeet Bay and The Basin. A place that looks open on a map can still be controlled by daylight, vessel, swimming-area or sign wording.

Rottnest combines local marine reserve restrictions with WA activity licences. Keep those layers separate.

Do not use RFBL as a substitute for rock lobster, abalone or netting licences. RFBL answers boat-fishing activity; the other activity licences remain separate.
Boat access and compliance
Private vessel admission fees, mooring authorisations and anchoring rules are not fishing licences. They still matter for Rottnest trips. RIA and Transport WA boating guides cover admission, moorings, 5-knot areas, no-boating areas, anchoring only in permitted sandy areas, and avoiding reef or seagrass damage.
Rottnest Marine Reserve also has pollution and waste rules. Check current no-discharge, sewage and rubbish requirements before staying aboard or fishing from a vessel.
