Exmouth & Ningaloo Marine Park Fishing Licence 2026: RFBL, Zones and Boat Access
Exmouth and Ningaloo fishing can require WA activity licences, RFBL checks, Gascoyne species rules, marine park zones, spearfishing limits and launch access planning.

Exmouth licence answer
Exmouth and Ningaloo do not have a separate local fishing licence. Western Australia uses activity-based recreational fishing licences, so the answer changes with shore fishing, powered boats, rock lobster, abalone, netting, spearfishing and other methods.
For ordinary shore line fishing, a paid WA activity licence is usually not the first step. For powered boats, the Recreational Fishing from Boat Licence can be the key purchase check. RFBL does not replace other WA activity licences.

Marine park zones first
Ningaloo is a map-first fishing destination. Sanctuary zones and Commonwealth National Park zones are no-take areas. Do not fish, collect, spear or keep marine life there.
Other zones are not all the same. Special-purpose benthic-protection zones can be limited to narrow activities such as recreational trolling, shore-based activity zones can protect shore fishing, and recreation or general-use zones can still have species and gear rules. Do not infer the zone from a beach name, car park, boat ramp or memory of a previous trip. A launch site can be next to a zone where fishing is limited or closed.
Gascoyne species rules
Exmouth and Ningaloo are in the Gascoyne Coast bioregion. Do not copy the West Coast demersal closure onto this page by habit. Use DPIRD's Gascoyne Coast bioregion page and the live WA rules site before keeping fish.
As checked on 5 August 2026, DPIRD had introduced updated Gascoyne demersal bag and size rules from 1 June 2026. Treat that as a reason to check the live species page, not as a licence to keep fish from a static summary.
Commonly searched Ningaloo species include spangled emperor, coral trout, coronation trout, Spanish mackerel and trevally. Those examples are lookup prompts, not a promise of availability or a substitute for the current size, bag, boat and possession rules.
Spearfishing and boat launches
Spearfishing needs its own Ningaloo check. State-water guidance, marine park zones, sanctuary areas, scuba or hookah restrictions and named-area closures can all change the answer. Do not assume a recreation or general-use zone automatically means spearfishing is allowed.
For boat access, treat launch points as access information rather than fishing permission. Coral Bay, Tantabiddi, Bundegi and Exmouth marina can sit near different zone rules and conditions. Tantabiddi and Bundegi are useful trip checks, but nearby sanctuary boundaries, wind, swell, tide and temporary closures still need a day-of-travel review.
Buying and proof
Use WA's official recreational licence pathway when your activity requires a licence, especially RFBL for powered-boat fishing activity. Keep digital or paper proof available, and do not use RFBL as a substitute for rock lobster, abalone, netting or other activity licences.
If your plan changes on the water, redo the licence and zone check. Moving from shore fishing to a powered boat, from trolling to spearfishing, or from state marine park water to Commonwealth water can change the answer.

Do I need an Exmouth fishing licence?
There is no separate Exmouth local fishing licence. WA uses activity-based licences, so shore line fishing, powered-boat fishing, rock lobster, abalone and other activities need separate checks.
Do I need an RFBL for Ningaloo?
Check RFBL if a powered boat is used for fishing, catch-and-release, crabbing, spearfishing, octopus or prawn dip-netting, or to transport catch or fishing gear to or from a land-based spot.
Can I fish anywhere in Ningaloo Marine Park?
No. Sanctuary and National Park zones are no-take, and special-purpose zones can allow only narrow activities. Check the current zoning map before fishing.
Is Exmouth affected by the West Coast demersal closure?
Do not apply the West Coast closure by habit. Exmouth and Ningaloo sit in the Gascoyne Coast bioregion, so use the Gascoyne rules and current WA species lookup.
