Do Kids Need a Fishing Licence in Australia? State-by-State Child Rules

Check the child's age and activity

Children do not use one national fishing licence rule in Australia. Each state or territory sets its own age, activity and proof rules.

The safest family-trip check is: identify the state, identify the water and activity, check the child's age band, then check whether any adult is actively fishing rather than only helping.

Child and junior licence table

South Australia	No statewide general recreational fishing licence.	SA Water reservoir permits can matter; children under 16 can fish free only with a permit holder under the reservoir permit model.
Tasmania inland	Under 14 usually does not need an inland angling licence at open inland waters; ages 14 to 17 use a junior inland licence, currently free.	The junior licence still has to exist when required; it is not the same as no rules.
Tasmania sea	Ordinary marine rod-and-line fishing usually does not need a sea licence, but listed sea activities can.	Sea licensed activities such as lobster, abalone, scallop, nets and set lines are separate from inland junior rules.
Northern Territory	No general recreational fishing licence.	Possession limits, gear rules and Aboriginal land or intertidal access can still control the trip; NLC permit areas can have under-16 or accompanied-family wording.
ACT	Ordinary ACT public-water fishing generally starts with rules rather than a general ACT licence.	Googong Reservoir is the main nearby exception and needs NSW-linked licence or exemption checks, so under-18 follows NSW logic there.

The adult supervision trap

Family fishing advice often goes wrong by asking only whether the child needs a licence. That is only half the decision.

If an adult casts, retrieves, keeps a line in the water or takes fish independently, the adult should check their own licence or exemption. A child's exemption does not automatically make the whole group exempt.

NSW is especially easy to misread because it has specific wording for an adult only assisting an under-18 angler. Treat that as a narrow helper scenario, not a broad family pass.

State notes for family trips

NSW

Start with NSW exemptions if the angler is under 18. If an adult is fishing too, the adult should check the NSW fee, exemption and proof rules separately.

Victoria

Under-18 anglers do not need a paid Victorian RFL. Victoria also offers an optional free junior fisher card, which can help with identification but is not a paid licence and does not cover adults. Use Victoria senior and junior fisher cards for the detailed card split.

Queensland

Queensland does not use a statewide general recreational fishing licence, but SIPS applies to anglers aged 18 or over who line-fish listed stocked impoundments. Children under 18 do not need the SIPS permit, but the same fish limits, closures and gear rules still apply.

Western Australia

WA is not a general child licence system. It is activity-specific. A child's age can change some licence or fee checks, but the family still needs to check powered boats, nets, south-west freshwater angling, rock lobster, abalone and marron separately.

If a powered boat is part of the trip, use Western Australia RFBL rules before assuming a child or land-based trip removes the boat trigger.

Tasmania

Tasmania splits inland and sea. For inland angling, under-14 and ages 14 to 17 are different checks. For sea fishing, ordinary rod-and-line is usually not licensed, while sea licence activities are their own decision.

Use Tasmania sea fishing licences when the trip includes lobster, abalone, scallop, nets or set lines.

South Australia

South Australia has no statewide general recreational fishing licence, but family reservoir trips need a separate SA Water check. Children under 16 can fish free only with a permit holder under that reservoir model, so use SA reservoir permits before treating every family water as licence-free.

Northern Territory

The Northern Territory has no general recreational fishing licence, but family trips can still run into Aboriginal land, intertidal access, possession-limit and gear-rule checks. Use NT Aboriginal land access if the trip touches permit or registration areas.

ACT and Googong

Ordinary ACT public-water fishing generally does not use a general ACT fishing licence. Googong Reservoir is the exception that points back to NSW-linked licence or exemption checks, so use Googong Reservoir fishing licence checks for family trips there.

What proof should families carry?

Carry practical age evidence if a child's age could reasonably be questioned. If a junior licence, fisher card, receipt, permit, concession card or exemption proof is required, keep it available with the person who relies on it.

Also carry the rules that matter for the trip: size limits, possession limits, closures, water status, species pages and access permissions. A youth exemption is never permission to ignore fish or waterway rules.

In short

For children, start with the state and activity, not a national rule. Then check whether the adult is also fishing. The child may be exempt or free, but the trip still needs the right adult proof, activity licence, water access and fish rules.
