When RFBL applies
Western Australia's Recreational Fishing from Boat Licence is about the powered-boat trigger, not whether you keep fish. If you fish from a powered boat, or use a powered boat to carry fishing gear or catch to or from a land-based fishing location, check RFBL before you treat the trip as licence-free.
The standard RFBL fee is listed as AUD 40 for 12 months before concessions or multi-activity discounts. That fee check is only the first layer: species, bag, possession, season, gear and marine-zone rules still apply.

Catch-and-release does not solve the licence question
Catch-and-release is a conservation choice, not a shortcut around the RFBL trigger. If the fishing activity happens from a powered boat, check RFBL first, then check the rules for the water and species.
This also matters for a short trip where someone says, "we are only going for a quick cast." The licence question follows the powered-boat setup, not just the final esky.
Boat transport can change a shore trip
WA creates a common edge case: a powered boat may be used only to reach a land-based spot. That does not automatically remove RFBL from the decision.
If the boat is carrying fishing gear or fish to or from the island, beach, sandbar or other shore location, open the WA boat fishing licence guide and confirm the official RFBL wording before the trip.
RFBL is not an all-activity licence

Use WA special licences when the trip includes lobster, abalone, marron or nets, and WA freshwater angling when the water is inside the south-west freshwater licence area.

Do not fish before you have proof. DPIRD says users are not entitled to fish until they receive a receipt, and WA Government guidance says you may fish while waiting for the card if you can produce the receipt. Carry the licence or receipt and be ready to produce it when requested.
