Murray River border licence check
For a Murray River trip on the NSW/Victoria border, start with the water, not the bank. Official NSW freshwater material treats NSW inland waters as including the Murray River to the South Australian border, excluding Lake Hume, and including Lake Mulwala in the defined Murray-linked reach.
That means a Victorian recreational fishing licence should not be treated as automatic cover for fishing the river. VFA's licence guidance warns that fishing across the NSW border, including the Murray River, may require paying the NSW recreational fishing fee.

NSW fee and proof
Most anglers aged 18 or over need the NSW Recreational Fishing Fee when fishing NSW waters unless an official exemption applies. Use Service NSW for the purchase path and keep the receipt available.
Fee exemptions are specific. Under-18, Aboriginal, Pensioner Concession Card and selected Department of Veterans' Affairs categories should be checked against the NSW exemption page rather than collapsed into a broad "senior" or "concession" assumption.
The fee proof does not make closed waters open, does not change species limits and does not grant land access. It is only the NSW recreational fishing fee layer.
Lake Hume, Lake Mulwala and the border trap
Lake Hume is the exception that causes the most confusion. VFA has a separate reciprocal-licence page for Lake Hume, while NSW freshwater guidance excludes Lake Hume from the ordinary Murray River inland-water wording.
Lake Mulwala is not the same shortcut. NSW freshwater guidance includes Lake Mulwala from the Yarrawonga Weir wall upstream to where the Ovens River enters the Murray River at Bundalong boat ramp. Treat Lake Mulwala as its own official-rule lookup before fishing from Yarrawonga, Mulwala, Bundalong or connected channels.
If an itinerary crosses the river, a Victorian water, Lake Hume and Lake Mulwala, build the licence answer stop by stop instead of buying one product and hoping it follows the trip.
Cod, closures and protected fish
The Murray is a freshwater rule check before it is a catch photo. As last verified on 2026-08-05, current NSW freshwater material lists Murray cod with a 55-75 cm slot, daily limit of 2, possession limit of 4 and a September-November no-take period except named dams.
The Hume local guide adds a stricter seasonal closure for the Murray River and NSW tributaries from Yarrawonga Weir downstream to the Newell Highway bridge at Tocumwal. That closure is September-November inclusive and covers all fishing methods, including catch-and-release.
Treat trout cod and other threatened or protected fish as no-take. If a protected fish is caught, follow the current guide's immediate-release advice and avoid handling it for photos.
Gear and access
NSW inland fishing rules set method limits as well as catch limits. In many non-tidal waters, the ordinary rod-and-line starting point is two attended lines, but setlines, traps, nets, trout waters, closed waters and local exceptions can change the answer quickly.
Use the NSW freshwater methods page, the Hume guide and FishSmart before carrying extra gear. A paid fee receipt does not legalise unattended lines, prohibited traps, illegal bait collection or fishing inside a closure.
Access is another layer. Public reserves, boat ramps, private land, irrigation assets, parks, flood conditions and signs can decide where you can stand or launch even when the fishing rule is open.
Boating layer
The NSW/Victoria interstate boating rules are separate from fishing licences. They cover which boating laws apply on the Murray River and set expectations around lifejackets, boat and PWC licensing, registration, safety equipment, speed or distance limits and alcohol rules.
For a border trip, keep the checks separate: fishing fee, freshwater rules, local closure, access, then boating.

For the Murray River border, the safe answer is NSW-first for the river, Victorian checks for Victorian waters, and a separate Lake Hume exception. Do not rely on a Victorian licence, a bank-side assumption or old cod-season notes without checking the current official sources.

Is Lake Hume the same as the rest of the Murray River?
No. Lake Hume has a specific reciprocal-licence arrangement. Do not copy that answer to Lake Mulwala or the broader Murray River.
Does standing on the Victorian bank change the fishing rules?
