Tiwi licence answer
The Tiwi Islands answer is not "buy an NT fishing licence." The NT does not use a general recreational fishing licence for ordinary recreational fishing. The real question is whether the exact water, shore landing, campsite or red-zone plan is open, permit-controlled or closed.
Start with the official NT Tiwi and Vernon Islands access page. Then add Tiwi Land Council visitor, camping or fishing-permit pages when the trip includes land access, camping, community visits or the red fishing exclusion zone.

Open water is not open land
The NT Tiwi and Vernon Islands page identifies permit-free intertidal waters for parts of the Tiwi and Vernon Islands setting. That open-water answer does not let a visitor step ashore, camp, enter a community, use a track or access Aboriginal land without the correct permission.
Tiwi Land Council material treats the Tiwi Islands as privately owned Aboriginal land. If your plan involves shore access, community access, accommodation beyond a boat, or a hosted trip, check the TLC visitor permit pathway before travelling. Red zones, campsites and closures
The red fishing exclusion zone is not a casual visitor shortcut. Use the Tiwi Land Council fishing-permit page for eligibility and host rules before planning a red-zone session. If you cannot meet those conditions, do not turn the general NT no-licence answer into permission to fish there.

Closed waters need a hard stop. The NT Tiwi and Vernon material and Tiwi guide identify closed or restricted areas, including western-side Vernon waters and red-zone areas where entry or fishing can be prohibited or permit-controlled. Safe anchorage wording is not fishing permission.
NT catch, gear and reef rules
Once the access answer is settled, the statewide NT fishing rules still apply. Check possession limits before keeping fish such as barramundi, golden snapper or black jewfish, and remember that at-risk species can have vessel limits in addition to personal limits.
Pots, dillies and nets are a separate rule set. Do not treat "no general NT recreational licence" as approval to set any crab gear anywhere. Check how many pots or dillies are allowed, how they must be marked and where they can be used.

Boats and croc safety

Tiwi waters are crocodile country. Plan shore fishing, lure retrieval, crab-pot checks, fish cleaning and ramp use with Crocwise guidance in mind. Stay back from banks and ramps, keep bait and frames away from the water edge, and do not enter the water to retrieve gear.
