Port Macquarie licence answer
Port Macquarie and the lower Hastings River do not have a separate local fishing licence. The payment question is the NSW Recreational Fishing Fee: most people aged 18 or over need the fee receipt when fishing, collecting bait, crabbing, trapping, spearfishing or carrying fishing gear near NSW waters, unless an official exemption applies.
Use the official NSW purchase pathway rather than a local shortcut. Service NSW publishes short and annual products, and the start date matters when you buy close to a trip.

Lower Hastings rules
NSW Environment describes the Hastings River as a large, trained estuary at Port Macquarie, with Maria River and Limeburners Creek joining the lower system. That makes the lower Port Macquarie trip different from a freshwater dam or inland trout water.
Start with NSW saltwater bag, size and method rules for lower estuary fishing. If the plan moves upstream, into a creek, into Lake Innes or toward Lake Cathie and Cathie Creek, check the live map and local guide before assuming the same method is allowed.
The Hastings estuary does not flow into a marine park, so do not copy the Jervis Bay marine-park pathway onto this page. That does not make the estuary rule-free: local closures, species limits, methods, water quality and bar conditions still matter.
Spearfishing and local method checks

Recreational shellfish should not be eaten raw, and cooking does not remove every toxin risk.
After heavy rain, stormwater, visible pollution or poor water-quality advice, be conservative with wading, hand gathering, children handling catch and eating seafood. NSW Health recreational water advice is a separate check from the licence receipt.
Bar and access checks
Port Macquarie is also an ocean-access trip for many boat anglers. Use the official coastal bar webcam, weather, tide and boating guidance before crossing the bar. A webcam is only situational information; it is not permission and it cannot replace the skipper's go or no-go decision.
