Western Port licence answer
Western Port Bay uses the Victorian Recreational Fishing Licence pathway. Most anglers aged 18 to 69 need an RFL unless an official exemption applies, and there is no separate Western Port Bay licence.
Use Service Victoria or a VFA authorised agent for the purchase step. Carry accepted proof such as the digital licence, licence email, plastic licence or authorised-agent handwritten licence. If you rely on an exemption, carry the required card or evidence.

RFL proof and exemptions
The RFL covers recreational fishing in Victorian marine, estuarine and inland waters, including common Western Port activities such as line fishing, bait collection, prawning and possessing recreational fishing equipment near the water.
Exemptions are narrow. Common examples include people under 18, people 70 or over, Victorian Seniors Card holders or equivalent interstate seniors card holders, listed pensioner or veteran cards, and Aboriginal or Torres Strait Islander people. Some cards that sound similar are not RFL exemptions, so check the official exemption page before relying on one.
Bay rules after the RFL
VFA's Western Port guide is the bay-specific starting point, but it does not replace the live Recreational Fishing Guide or the app. Western Port trips often involve species and methods with separate rule layers.

No-take areas and intertidal flats
Fishing and collecting are prohibited in Victorian marine national parks and marine sanctuaries. Around Western Port, check French Island Marine National Park, Churchill Island Marine National Park, Yaringa Marine National Park and Mushroom Reef Marine Sanctuary before fishing or collecting near boundaries.
Intertidal flats are another trap for visitors. Western Port is not Port Phillip Bay, so use the VFA category for Victorian waters excluding Port Phillip Bay. The listed take categories are limited, other molluscs can be protected, and hand-held digging tools can be prohibited in protected intertidal areas.
Port, ramp and safety checks
The RFL does not give boating permission. Western Port has shallow flats, fast tides, shipping movement and port operating areas, so boaters should check Port of Hastings recreation guidance, water restricted zones, Safe Transport Victoria rules and Boating Victoria ramp conditions before launching.
EPA Victoria and VFA food-safety pages can help with water-quality and eating-catch context, but they are not permission to collect shellfish or proof that a local seafood feed is safe after rain, bloom events or closures.
